David Wilkins, PA-C

David Wilkins is a graduate from Western Michigan University, Eastern Michigan University, Air Force School of Aerospace Medicine Program, and Air Command and Staff College. He has been in practice as a Family Medicine Physician Assistant since 1991 and in the Muskegon area since 1993.

David is a 30 year veteran of the United States Air Force and United States Air Force Reserve. He has practiced on 5 continents from the Deserts of Iraq to the dark jungles of the Amazon in South America. He is deeply committed to serving the Muskegon Area Veterans, as he has a thorough understanding of the VA system, and the medical and mental issues.

David is dedicated to providing the high quality medical care for all ages. He utilizes new technology and keeps up-to-date with current trends in the health care industry, which he provides his patients with the best treatment plans to maintain a great healthy lifestyle.


Dana Cochrane-Hoekstra, PA-C

Dana Cochrane-Hoekstra provides psychiatric evaluation and psychotropic medication management to children, adolescents and adults. She received her Master's Degree in Physician Assistant Studies in 2001.

Prior Work experience includes child welfare system. After receiving her physician assistant certification, she worked 8 years in family practice before specializing in psychiatry. She was trained in psychiatry while working in Corrections and then briefly at Community Mental Health before going into private practice.

With over 27 years of mental health experience, she has found a true passion in psychiatry.


April Lucht, FNP

April Lucht MSN, FNP-C is a certified nurse practitioner who specializes in family medicine and has 18 years of experience as a nurse. She received her bachelor's degree from Baker College of Muskegon and graduated with honors from Indiana Wesleyan University with her master's degree in advanced nursing practice. Prior to working with Harbour Towne Health, she worked as an RN at Mercy Health specializing in OB, Pediatric, and Infant care. April strives to provide individualized care to her patients in a holistic approach, utilizing both conventional and traditional methods of care. 

 April lives with her husband and 4 children. When she is not at work she enjoys reading, camping with her family, and spending time with her two English Bulldogs; Winston and Haddie. 

Amber Shull, PA-C

Amber Shull is a graduate of Michigan State University with a Bachelor's of Science in Physiology and a graduate of the Physician Assistant program at University of Detroit, Mercy. She has been working in the West Michigan area since 2002, previously specializing in Family Medicine and Pain Management.

Amber currently specializes in Psychiatry, providing treatment to pediatric patients raging from age 6-18 and adults with depression, oppositional defiant disorder, obsessive compulsive disorder, reactive attachment disorder, autism spectrum disorder, anxiety, post-traumatic stress disorder (PTSD), ADD/ADHD, bipolar disorder, schizophrenia and other related disorders.

With pain management experience, Amber understands the correlation of chronic pain and how it affects all aspects of mood, and how mood affects pain perception.


Adam Strantz, PA-C

Adam completed both his undergraduate and graduate studies at Central Michigan University, graduating in 2011. He holds a bachelor's degree in psychology and biology and a master's degree in physician assistant studies. He has practiced Emergency and Family Medicine in West Michigan since 2012 before specializing in psychiatry.

Adam has always been motivated to help others. During his career in medicine, has found it rewarding to get to know his patients on a deep level and partner with them achieve their health goals. He came to realize the power of functional medicine through his own health struggles and sought further education to be able to apply the principles in his own practice.

He now provides his patients with personalized dietary and lifestyle recommendations as a complement to more conventional approaches to mental health. He currently sees patients age 12 and older.


Eliza Sudbury, FNP, PMHNP-BC

Eliza Sudbury is a graduate of Grand Valley State University with a Bachelor's of Science in Nursing and a graduate of the Family Nurse Practitioner program at Oakland University. She then went on to obtain her Psychiatric Mental Health Nurse Practitioner Certificate (PMHNP) from Saginaw Valley State University. Eliza has been providing care in the West Michigan area since 2014, previously specializing in Family Medicine.

Eliza currently specializes in Psychiatry, providing treatment to pediatric patients ranging from 6-18 and adults with bipolar disorder, depression, anxiety, obsessive compulsive disorder, post-traumatic stress disorder (PTSD), personality disorders, ADD/ADHD, schizophrenia, oppositional defiant disorder, conduct disorder, autism spectrum disorder and other related psychiatric disorders.

Eliza provides a relaxed, non-judgmental atmosphere to receive care and believes in building open and trusting relationships with patients.


Brigid Bulger, PA-C

Brigid Bulger is a graduate of Aquinas College with a Bachelor's of Arts in General Studies and a graduate of the Physician Assistant program at Chatham University. In addition, she did a fellowship in Behavioral Health at Regions Hospital in St Paul, MN prior to returning to Michigan. She has been working in Psychiatry since 2011.

Brigid specializes in Psychiatry, providing treatment to adults with depression, bipolar disorder, anxiety, obsessive compulsive disorder, post-traumatic stress disorder (PTSD), ADD/ADHD, schizophrenia and other related disorders. In addition, she has experience in managing psychiatric illness in people who have complicating medical illnesses.




Letizia Charleston, LMSW

Letizia Charleston is a graduate of Grand Valley State University with a Master's of Social Work. She has provided counseling services to individuals within the community for over 20 years.

Letizia has experience working within the outpatient and inpatient mental health systems, the juvenile detention system and the health care system. She is specialized in working with individuals who struggle with depression and other mood disorders. She also specializes in treating varying degrees of anxiety and panic disorders. She has a great deal of experience working with people who have a history of trauma. In addition, she provides services to help those people managing chronic pain, loss and grief.

Letizia feels, the most important element of providing effective services is the relationship between therapist and patient. She offers a non-judgmental, confidential, safe environment in which to explore those issues limiting personal growth. She employs proven strategies using cognitive behavioral therapy and solution-focused techniques. She routinely emphasizes the importance of relaxation, meaningful activity, and balance in day-to-day life.

Letizia believes her experience, energy and dedication allows her to effectively support individuals in a process of personal growth and healing.


Wayne Silver, LLP, CAADC

Wayne Silver is a graduate of Trinity International University with a Master's of Arts in Counseling Psychology. He has been providing care as a Limited Licensed Psychologist and Certified Advanced Alcohol and Drug Counselor to the West Michigan residents since 1999.

Wayne specializes in treatment of adults and adolescents with mental health and substance use disorder. Wayne has expertise in treatment of depression, bipolar disorder, oppositional-defiant disorder, parenting issues, marriage and family problems, and divorce adjustment.

Wayne provides a warm, accepting, non-judgmental atmosphere in which to share their concerns, receive helpful input and work together toward change. His approach to treatment combines cognitive-behavioral and family systems treatment models.


Brandy Jacobs, LMSW

Brandy Jacobs is a Limited Licensed Master of Social Work Clinician. A 2020 graduate of Grand Valley State University. Her specialties include a variety of evidence-based interventions in partnership with a strength-based, person-centered approach to assist individuals in a better understanding of their challenges, developing goals, coping skills and finding ways to achieve them.

She has experience working with individuals, youth, families, a variety of trauma's, and neurodiversity. Every individual and situation are unique and deserve treatment that is centered around their own personal needs.

She enjoys helping individuals better understand their emotions, develop healthy coping techniques, and improve their skills at building and maintaining positive relationships.


Dawn Shank, LLMSW

Dawn comes to us from Hospice of North Ottawa. She graduated from Spring Arbor University with a Masters in Social Work. She has been practicing for seven years. Dawn completed a Fellowship though the Department of Corrections.

In her free time Dawn enjoys spending time with her family. She is involved in a number of local community outreach groups and communities. She also enjoys spending time at the lake and all that Muskegon offers. In 2014 Dawn earned the GRAHEN outstanding Adult Learner Award as well as acting as the Commencement Student Reflection Speaker. She has been a member of the National Association of Social Workers since 2014. Dawn also participated in Dancing with the Local Stars.

Dawn strongly believes in meeting people where they are and creating a comfortable safe environment, while offering the opportunity for those wanting to obtain education, support and tools to work on self and promote healing. Dawn is passionate about working with patients going through grief, creating healthy boundaries, anxiety, depression, PTSD, trauma, bullying and social disorders.


Rafael Torres, MD

Dr. Torres completed his undergrad at the University of Michigan and his Doctor of Medicine from Facultad de Ciemcias Medicas, Escuela de Medicina. He served in the United States Air Force for over 20 years. 

Dr. Torres is a supervising physician for Harbour Towne Health.






Hayley Turner, LMSW

Hayley Turner is a licensed Master Level Social Worker, and is a certified trauma therapist. They graduated from Ferris State University in 2015. They have been utilizing and practicing therapeutic interventions for the last 7.5 years.


Hayley has a history of working through CMH and is accustomed to clients feeling panicked, overwhelmed, traumatized, stressed, and in crisis. They have a background specifically working with people who have trauma (historically and currently), people who identify as LQBTQIA+, people with severe anxiety and depression, people with suicidal thoughts (both active and passive), people with borderline traits, people with ADHD symptoms, and people who are neurodivergent. Hayley is adaptable and will focus on what works for you as an individual.

Hayley is also well rehearsed in CBT and DBT based skills and concepts, TF-CBT, symptom and emotion psycho-education, and mindfulness.

Hayley believes in a holistic approach. It is important to ensure that healing happens physically, mentally, and emotionally. Understanding what is going on in your mind and body is important, and necessary. Healing can be confusing, and sometimes anxiety inducing. Hayley is adaptable and will focus on what works for you as an individual. They also believe that you should build trust and rapport as a first step. It's important to be comfortable and to have trust with your therapist.
